What does it mean that Athens-Clarke County is a "consolidated government?"
In January of 1991, the city government of Athens and the county government of Clarke County unified and became a consolidated government. This was enacted after a voter referendum passed in 1990. Now, the government roles of the city government and county government are overseen by a single Mayor & Commission and County Manager. You can read more here.
